Performance Management

The Office of Performance Management develops data-driven processes to improve the efficiency and outcomes of state government programs. One of its main functions, as authorized under Rhode Island General Laws, is to develop performance measures and provide periodic reports on program performance. The Office works to improve government efficiency by streamlining processes, promoting innovation, and encouraging greater interagency cooperation. It performs data analysis and other research to inform budget and policy decisions.

The Office of Performance Management collects performance data from departments and meets with agencies to determine if performance goals are being achieved. To improve the transparency and accountability of state government operations, the Office publishes performance reports with departmental budget, staffing, and performance data.

Performance Measures

Departments are required by Rhode Island General Laws to develop performance measures and provide data as part of the Governor's annual budget submission.

Rhode Island is committed to using cost-benefit analysis in making budget, policy, and regulatory decisions. In May 2013, Rhode Island was selected as the 14th partner state in the Pew-MacArthur Results First Initiative, which helps states assess the costs and benefits of policy options and use that data to make decisions based on results.

Rhode Island's Results First Initiative

The first phase of Rhode Island's Results First Initiative focuses on the state's existing adult and juvenile justice programs to determine which ones are most cost-effective in reducing recidivism — the likelihood that people will commit additional offenses after release from incarceration.

The Results First effort includes the Office of Management and Budget, Department of Corrections, Department of Children, Youth and Families, the Judiciary, and other stakeholders. The interagency group is supported by a Results First advisory team, which provides technical and policy guidance in developing and implementing the cost-benefit model.

Results First uses an econometric model that analyzes the costs and benefits of potential investments in public programs. The model relies on the best available research on program effectiveness to predict the public safety and fiscal outcomes of each program in Rhode Island, based on the state's population characteristics and the cost to provide these programs.

As part of Results First effort, the interagency team is undertaking the following:

  • Develop an inventory of the state's evidence-based programs to reduce recidivism
  • Estimate the cost of different types of crime - including costs to taxpayers and costs to society
  • Analyze criminal justice data to determine current recidivism rates; and
  • Assess the cost-effectiveness of existing programs and make recommendations to maximize state resources to reduce recidivism

The Office of Performance Management helps departments improve operations and promotes interagency cooperation. The Office partners with agencies on projects such as staffing and workload review, shared services, process improvements, and program data analysis.

Two examples of these efforts are OMB's work to promote cooperation among transportation agencies and to implement Lean process improvements in state agencies.

Interagency Transportation

The FY 2013 Budget Act directed OMB "to study the programs of the department of transportation and other quasi-transportation related agencies". OMB's December 2012 report reviewed the state's organizational structure and compared it to that of other states. Rhode Island's transportation programs are administered by a number of state agencies, quasi-state agencies, and public-private partnerships, each with its own area of responsibility. The Office of Performance Management has worked with transportation agencies to encourage greater collaboration in three key areas: project management and maintenance operations, shared services, and economic development.

OMB's November 2013 follow-up report provided an update on interagency collaboration. Interagency workgroups identified opportunities in areas such as state fleet and employee mileage reimbursement, showing potential for significant cost savings by basing work-related travel decisions on data. The shared services work group identified potential improvements in information sharing and customer service. The RI Department of Transportation and RI Public Transit Authority are collaborating on leadership development and customer service training.


Continuous Improvement

The Office of Performance Management tracks permitting, licensing, and other customer-facing processes in state agencies. The Office works with agencies to reduce the amount of time required to obtain permits, licenses, and other government services. Learn More »
